A) That means 36 is 40% of some number. There are many ways of solving this. You can create two fractions and set them equal to each other and solve for your missing value. 
One fraction is the fraction of the total number that are blueberry. 40% are blueberry, meaning 40/100 = 4/10 = 2/5 are blueberry. 
The other fraction is the fraction of the total number of muffins baked that the 36 blueberry muffins makes up. Let's call the total number of muffins "x." That means 36/x is the your second fraction.

Set 2/5 equal to 36/x and solve for x by cross-multiplying:
\frac{2}{5} =  \frac{36}{x} \\
2x = 180\\
x = 90

Since x = 90, that means 90 total muffins were baked on Monday.

B) This time you know the total number of muffins that were baked is 60 and you're looking for the number of blueberry muffins. Repeat what we did in part A, but this time we're solving for x as the number of blueberry muffins.
The fraction of all the muffins that are blueberry is still 40% = 2/5. 
The second fraction will be the number of blueberry muffins x over the total number of muffins, 60. So, x/60.

Set 2/5 equal to x/60 and solve for x by cross-multiplying:
\frac{2}{5} = \frac{x}{60} \\
5x = 120\\ 
x = 24

The number of blueberry muffins that the baker makes on Tuesday is 24.
