- 3y =  - 2x - 15


divided on both sides by -3
y =  \frac{ - 2}{ - 3} x -  \frac{15}{ - 3}

y =  \frac{2}{3} x + 5

2x - 3y = -15

Add 3y to both sides and add 15 to both sides,

2x + 15 = 3y

Divide both sides by 3 for our answer,
