$the \: function \: is \:y = a {x}^{2} + c \\ then \: we \: put \: (0 \: \frac{1}{3} ) \: and \: ( - 3 \: \: \frac{82}{3} ) \: in \: the \: function \\ then \: we \: got \\ c = \frac{1}{3} \\ \frac{82}{ 3} =9a + c \\ then \: we \: can \: solve \: that \: \\ c = \frac{1}{3} \: \\ a = 3 \\ so \: the \: function \: is \: \\ y = 3 {x}^{2} + \frac{1}{3}$
