I did this problem last year, if I remember you do this:

64 pounds of gravel and <span>108 pounds of mulch will be the outcome
</span>
*2 1/4 will be equal to 2.25
*1 1/3 will be equal to 1.33

2.25 / 1.33 = 1.7 is fine (rounded up)
------------------------------------
*ratio of gravel = 1.7: 1
------------------------------------
FOR MULCH:
1.7/2.7 from 172 you will use the outcome 0.629 * 172 to get 108.2 pounds
------------------------------------
FOR GRAVEL:
172 - 108.2 = 63.8 pounds
------------------------------------
Totals sold will be: 
- 108 Pounds 
- 64 Pounds
