The reason that made the twenty-first amendment be signed was the inability of the government to the eighteenth amendment. Because it was ineffective and it did the opposite of what it was intended to. So, the government was in a state of need, desperation, and panic. Because instead of decreasing violence and crime it impulsed them. Therefore, in an attempt to stop that state of emergency the twenty-first amendment was proposed and signed.
