I believe the answer is: C. his failure to increase trade with the West Indies

Even though Colonists the majority of American people supported the independence from British Government, the economy in united states were still heavily depended on the relation with England and other European nations. So when Quincy adams fail to increase the trade with West Indies, he faced a lot of backlash from both the oppositions and his core supporters.
