The answer is: The people

Before the preamble exist, the source of authority is placed on the government. The citizens have no right to influence the type of legislation that the government can and cannot pass.

After the preamble, the government are held accountable to fulfill the will of the people. The people were given the power  to determine the person who can work within the government body and the type of legislation that need to be made by the congress.
