This willingness to invest would in turn result in either making more products or creating new products, thus creating jobs to make these products, employing more people and in turn allowing them to buy more manufactured products. This cycle would continue until investment and personal expenditures leveled out at a equilibrium that was higher than before the Public Works programs were implemented.</span>
