Jurisdiction is the extent to which you have power to make legal decisions. For example, the jurisdiction of a parent is with their own children (not with the children of someone else). This means that a parent cannot ground another parent's child.
As imperialism is a direct effect of industrialization, it must come with all the negative effects if industrialization. Though improvements such as irrigation systems and roads were developed, the famine, disease, and war due to Western Imperialism far outweighed the positive effects of industrializing.
