Explanation:

The hose clamp is able to go around the cable without any further dissemble of the brakes and is able to compress the spring evenly, releasing the retainer fingers of the parking brake.

The box end wrench is not ideal sense a closed fixed circle would not be able to compress or go around the brake cable.
