They are able to have the same value as the negative sign is simply transferred to the inside. Either way 4 is being subtracted from 3.

Adding both equations,we get:   ⇒ 2x = 70

                                                          or x = 35

Hence for the given equality to be true, x  ≤ 35

Now, I think the first step they want you to write is:
8/3 (divided by) 19/6

So the next step will look like this:

With this setup, you can cross simplify the fractions so that they look like this:
