The non-federalists did not like the power that was being given to the central government of the fact that there was not a Bill of Rights already included in the Constitution, so they created one shortly after the Constitution was signed.

It is important because it has the Amendments and tells citizens what to do and what not to do. According to Thomas Jefferson, "A Bill of Rights is what the people are entitled to against every government on earth... and what no just government should refuse".
