The question is worded a bit weird, but if she doesn't want any leftover, and the flags are square then the width and length are equal.  Also since the material is 4m wide, she could have a piece 2m long that could then be cut in half to make two 2m x 2m squares.  If the width is to then be 2 meters, and the width is the same as the length, then the total width of the cloth (4m) is expressed as 
2x²
This must equal the total area of cloth which is 4x, that is, the width (4m) times the length, x.
These two bold terms must be equal
