Water is very scarce, or very rare, in Africa which means those living there would have to adapt to that lifestyle. This causes them to have to make changes in order to get the best use of their water. This has affected the development of civilization because they cannot develop into a continent like North America because they do not have sufficient water resources in order to supply those that would be living there.
