A heart rate of 110/min, has exceeded regular heart beats /min, thus this is a sign of tachycardia.Combined with shortness of breath and fatigue, incidentally  just a week after Myocardial infarction,then there  is a  like-hood of heart failure.

The sluggishness from  possible inability of the heart to circulate blood efficiently (heart failure)  may be due to retention of fluids in the heart. and the vascular systems. Therefore it is imperative for the LPN/LVN to check for  edema from venous  retention.

The venous system is low pressure using either gravity from the upper body or muscle action from the lower body (when we sit/stand). It does have a little pressure naturally. So a cut oozes blood unless you hit an artery. That is high pressure blood carrying oxygen to tissues.
