It is not possible to completely shut down the ER for the remodeling because the closest hospital for trauma cases is miles away thus a need to keep the ER open while remodeling work is in progress, keeping the unit open while the remodeling is in progress is an example of project constraint because it restricts the actions of the project team so they will have to work around the existing project constraint.
