2. The evaluation strategies for teachers are different or peculiar to each area. That is, the evaluation strategy for those in urban areas is different from those in suburban or rural area.

The major flaws of the feedback control system used in the schools are described below:

1. There is subjectivity in the personal observation of principals and master teachers, which can affect the true ratings.

2. Unavailability of expert opinion. Instead of using principals and master teachers only, expert or independent opinion would have gone a long way to assess the situation better.

3. Tendency of biasness from the principals and master teachers, as they may rate their teachers higher so as to increase their good reputation.

4. Making conclusion on the basis of four classes by master teachers is too small to reach a definite conclusion.

5. Lack of monitoring control system, which made the principals and teachers to skipped their duty of visiting the teachers and some times providing false reports.
