The given equation has a slope of \frac{-9}{7}.  Parallel lines have the same slope.

Point-Slope formula: y - y₁ = m(x - x₁)  ; where (x₁, y₁) is the point and "m" is slope

y - y₁ = m(x - x₁)

y - (-4) = \frac{-9}{7}(x - 2)

y + 4 = \frac{-9}{7}x + \frac{18}{7}

<u>  - 4</u>     <u>       - \frac{28}{7}</u>

   y = \frac{-9}{7}x - <u>\frac{10}{7}</u>
