The two arrows represent energy conversions. The first arrow indicates light energy from the sun is converted into chemical energy (carbohydrates) by green plants in the process of photosynthesis. The second arrow indicates the energy transfer from producer (green plants) to a deer (herbivore) by eating of plant parts as food. Thus, two arrows indicates energy conversations in the biosphere.
