There are a number of issues to consider.

The chief issue is how you would be able to build a policy of societal integration.

The key recommendations would be to focus on a new national identity. Use soft diplomacy and build up a national sports team (think Mandela with the Springboks) and national tv shows and events.

Once you have build some cultural bridges, you can work to build stronger economic bridges.
