Why does chavez believe states are better able to handle local problems?

I think he said this because he has good strategies in handling state problems of his country. Looking at the state and having a <span>general view of problems and application of solutions that would apply to all is easier than answering the more detailed local problems of a community.</span>

Explanation:

According the thoughts of chavez the states are able to better handle local problems is because of accountability, efficiency and flexibility.

He does not believe in the central power    or concentration of government by the other hand he does believe that  the federal government extended it's power over the states by funding  money to both state and local governments or agency.
