We know that 1 yd= 3 ft.

3 yd* (3 ft/ 1 yd)* (8 costumes/ 4 ft)= 18 costumes.

The next thing you need to know is how many costumes she can make with 1 foot of fabric which is just 8 divided by 4 so your answer is 2. Then you just multiply 9 and 2 to get 18 costumes. Therefore the designer can make 18 costumes with 3 yards of fabric if she goes at the same rate.
