71290 because the ones are 0 and zero is lower than 5 
so it wouldn't add anything to the tens 

the rule is if the number is more than 5+ it will add 1 to the next number
for example if we have this number 189 and we want to round it to the nearest 10 ..
we will see the ones place is it more than 5+ ? YEAH bcz its 9 ...
so 9 will add one to the tense and the answer will be 190 :)

B. We know that scale factor = new size/original size
