Easy, there are two methods, 

Method One, combine the two common factors of 13-2x by adding the exponents. Making the answer,

(13-2x)^{2}

The other method is by multiplying it out, using FOIL (First, Outer, Inner, Last)

switch
(13-2x)(13-2x)
to
(-2x+13)(-2x+13) now you can multiply,

take, FIRST, -2x*-2x
=4x^{2}

then, OUTER, -2x*13
=-26x

then, INNER, 13*-2x
=-26x

finally, LAST, 13*13
=169

Finally, add, the sum together.

4x^{2}-26x-26x+169

4x^{2}-52x+169.

This, is your answer.
