Yes, catalase functions best at a neutral pH similar to that found in mammalian tissue and its optimal functioning temperature of 40 C corresponds very well to mammalian tissue. 
Mammalian catalase's optimum temperature is 35 C and above. Its optimum pH value is approximately 7, but the range is wide since the rate of the reaction stays the same between 6.8 and 7.5 pH values. Human body's average temperature is 37 C, while the optimum pH value of the human liver is 7.2. Based on this information, we can conclude that the optimal conditions for catalase functioning correspond with the conditions in the mammalian liver.
