Government is the ruling party of a state, it is chosen by the individuals/ citizens of the society, there is a voting process which entitles every individual with one vote which they cast for their favorite candidate and the one with majority wins and forms a government.

Hacktivists are the individuals who hacks computer for political reasons, these individuals hack the information of government and government websites.

State actors are the individuals working for the government, these individuals are representing the government and therefore are known as the State Actors.

The major difference is that the Hacktivists are not employed by the government however the State actors are government employees.
