The unequal treaties gutted China's economy and undermined the forces of the State. With the First Opium War (1839-1842) the British were the first foreign power to force China into an "unequal treaty" China was compelled to give her most favored nation status and was unofficially able to trade using Opium

The communication and ongoing relationship between America and other world nations is known as <em>Foreign Policy.</em>  <em>The president of the United States as head of the Executive Branch is responsible for the U.S. Foreign Policy. </em> In order to help him with these responsibilities the US President has the Secretary of State.  This person acts as the equivalent of a Minister of Foreign affairs.  Also the U.S. Ambassadors are responsible for the diplomatic relations with each country the U.S.has relations with.  They are also part of the Foreign Policy area of the Executive Branch of Goverment ultimately led by the President of the United States.

Those opposed to the development of political parties believed that political parties were a threat to the government and that they could divide our country by discriminating against minorities.

On the other side, there were many who were completely in favor of the development of political parties, based on the notion that people will naturally dispute on matters. Furthermore, they were well aware that people who shared similar viewpoints should band together.
