If the bleachers seat only 60 people then you should subtract 60 from 450 so that you know how many people are left to fill in the 26 rows. 450-60 is 390
There are 390 people left and 26 rows 
Divide 390 by 26 so that you will find out how many people you can seat per row. 
390/26 is 15
