If you don't have the tools to graph them, then plug each coordinate into both inequalities.  The coordinate that makes a true statement for BOTH inequalities, is the answer.

(0, 4):   4 > -2   TRUE              0 + 4 < 4   FALSE

(-3, 5): 5 > -2 TRUE              -3 + 5 < 4 TRUE         THIS IS THE ANSWER!

(1, 4):   4 > -2 TRUE                1 + 4 < 4  FALSE
