The rotational speed is ω = 13 rad/s

By definition, the kinetic energy is
KE = (1/2)J*ω²

Therefore
(1/2)*(J kg-m²)*(13 rad/s)³ = 4.6 J
84.5J = 4.6
J = 0.0544 kg-m²
