Explanation:

When all the forces acting on an object cancel each other the forces are said to be balanced. However, if there is a net force acting on the object either in the horizontal or vertical direction the forces are said to be unbalanced.  

Add all of the horizontal forces together, and add all of the vertical forces together. If the sum of the horizontal forces cancels out the sum of the vertical forces, then the forces acting on the object is balanced otherwise it is unbalanced.
