I feel like the answer is D here.

A: The U.S government could very possibly be consumers of goods and services, it just doesn't seem all the logical for the question.

B: They could take part in planning what farmers can and can not produce.

C: They definitely are supposed to protect against false advertising and environmental hazards.

I could be wrong, but D seems like the most a pretty logical answers, I hope this helps a little.
