             A researcher is doing a research work on women admitted to the state prison and is having children under the age of five.

             There is a proposal that the research subject will be given a basket of toys to use at their children's first visit that the children can then take home.

             But the IRB or the Institutional Review Board will review the proposal and will determine whether providing toys to the prisoner's children might motivate or encourage others to commit more crime and out behind the bars so that their children gets a basket full of toys to play.

Thus the IRB needs to determine whether the toys are not an excessive incentives to the research subjects  or the prisoners .
