Number of jelly beens in the car: 785,000
Number of jelly beans in a bag: 800

Number of bags needed to fill the car?

785,000 / 800 = 981.25

Randall claimed = more than 981 bags
Susie claimed = exactly 981 bags.

Randall is correct. More than 981 bags.

981 x 800 = 784,800  

There is a missing 200 jelly beans if exactly 981 bags were used. Thus, a quarter of the 982nd bag is used to complete the 785,000 jelly beans.
