For the rational expression to be undefined, the denominator should be 0. So,
3x^2-3=0
3(x^2-1)=0
3(x-1)(x+1)=0

x-1=0
x=1

x+1=0
x=-1

X can be 1 or -1 for the expression to be undefined.
