1) The dots in Lewis Notation represent the Electronic Valence, in other words, the amount of Valence Electrons. The Lewis structures has the advantage of pictorially displaying the valence electrons around the symbol of the Atom.

2) We can easily find in a Periodic Table the number of bonds. Notice that we must rearrange the dots to observe the rule of the Octets. Each atom tends to have more stability and behave as noble gas, with eight electrons in its outer shell. So, in some examples, we'll have to rearrange the dots in order to have follow the <em>Octet rule</em>.
