The guidelines for leaving perishables for example meat sitting in the car for normal room temperature is no more than 2 hours therefore in a hot climate it seems likely that no more than 1 hour (60 minutes) would be right. As for thawing beef, you never leave it out on the counter and you never run it under hot water only cold. You wouldn't thaw it out in the oven so the best way is in the microwave which is safe.
