Answer: The conderations has to be rotated, to avoid our choice being biased. Though on a strict note, we would want to consider first, the ones that has reasoned the same way with us.

Explanation: Just as we know that we can be deceived by our sense, so our thoughts can also deceive us. If we only wants people to act on our opinion, and reason the way we think, they will be many tendency of people not getting it right. Though we have to consider the ones that share the same thoughts with us, about terrorism , but our consideration should rotate to the ones that does not share the same thoughts with us, so that we won't be bias in our choice.

It's either "financial systems become obsolete" or "information is shared digitally". I'm on PLATO and looked it up because I'm not sure either. Financial systems becoming obsolete is no bueno because it hurts the economy, but with digital sharing identity theft is possible if something is hacked.
