If we take 4 is at hundredth place then the decimal number =\frac{4}{100}=0.04

If we take 4 is thousandth place then the decimal number =\frac{4}{1000}=0.004

Because when 10 in denominator of any number then the number can be written as

\frac{1}{10}=0.1

When 100 in denominator of any number

\frac{1}{100}=0.01

When 1000 in the denominator then

\frac{1}{1000}=0.001

The value of 4 in 4.0 is 10 times the value of 4 in  0.4.

The value of 4 in 4.0 is 100  times the value of 4 in 0.04 and the value of 4 in 4.0 is 1000 times the value of 4 in 0.004.
