Justinian created a new Byzantine Empire. It by far surpassed the old Rome. He wanted consistent laws for all to obey. So, he commissioned Justin's code or what is known today as Corpus Juris Civilis "Body of Civil Law." Many modern countries laws are based on these laws. These laws enabled the diverse Byzantine society to live together harmoniously.

Also, after the revolt of 532, he rebuilt Constantinople bigger and better. He constructed new aqueducts, public baths, theaters, and hospitals, but most importantly the Hagia Sophia and other churches.
