Staff Managers refers to a group of managers whose responsibility is to maintain a good stream of revenue from the company. So they tend to be involved in human resources since it increase employee's productivity which eventually lead to more revenue.
Line managers on the other hands would be more focused on product creation. They tend to be involved in hiring and managing employees with different roles so they can be trained to fulfill the company's production target.
