\frac{12 {x}^{3}  - 4 {x }^{2} + 8x  }{ - 2x}
We split the numerators,

=  \frac{12 {x}^{?3} }{ - 2x}  -  \frac{4x {}^{2} }{ - 2x}  +  \frac{8x}{ - 2x}
=  - 6 {x}^{2}  + 2x - 4
The correct answer is B.
