Folk in this case is an extension of the word Folklore. Folk music are music based on local legends, traditions, and such. They have strong cultural roots. In some cultures, lullabies are used to pass down common knowledge, tradition, or even to develop communication skills of infants. Many lullabies are just silly songs about the local folklore.
