A claim of policy is an essay or argument that argues that something should  or should not be done, and explains the problem and states the reasons why the action requested would be an effective solution to the problem, by providing the advantages, effects, existing studies that prove the course of action is valid, opposing arguments, justification for the action requested and arguments that are capable of convincing the audience.

An example of claims of policy are the legalization of abortion, or the abolition of the death penalty.
