In 0.07, you can see that the "." is 2 behind 7. So it's 7 divided by a number. Since it's 2 behind 7, this number is 100 because it got 2 zeroes.
So 0.07 as a fraction is 7/100. And then you can multiply it by 10 to make 70/1000, by 100 to make it 700/10000, etc...
But the favorable answer is of course the reduced one: 7/100

                                  = $143
