The answer is True - but Powell was borrowing from Winston Churchill who originally used this quote to describe Tact.

Deceptive question. I'd say true. "I have nothing to offer the British people but blood, sweat, toil and tears" is probably a mis quote from a speech that British PM Winston Churchill made at the beginning of WW2. And, along with Roosevelt, Eisenhower and a few others, the allies prevailed at the expense of the "third reich".
