Now, find the margin of error M as such

M = z*\frac{\sigma}{\sqrt{n}}

M = 1.96\frac{4}{\sqrt{100}} = 0.78

The lower end of the interval is the sample mean subtracted by M. So it is 99 - 0.78 = 98.22

(\sqrt{n})^{2} = (\frac{4*1.96}{0.5})^{2}

n = 245.86

The minimum sample size to achieve this is 246.
