Annotating is the closest technique in the process of close reading.
Annotating the process of writing detailed notes around said paragraph. It doesn't just mean to take notes, you could also be highlighting or underlining some terms. I can't clearly describe it because you can practically do anything here.

"Inaugurates" most often means to introduce or to start something, for example a policy or period. It can also specifically refer to admitting someone into public office (i.e. "We will inaugurate the new president next week"), or signifying the first use of a public organization or project (i.e. "Will you be attending the park's inauguration on May 1st?").
The writer should include mainly a summary of what has been covered in the narration, including all the main points and tying them together to see how they relate to each other and making conclusions about the results and observations and activities mentioned in the narrative so that the reader can see what the lessons learned are from the story or process or scientific enquiry carried out.

Significant. Fractional sounds like "fraction," which is typically meaning a value less than one, but not quite zero. AKA, very small.
The opposite of a very small change would be a very big change. Which is what a significant change is.
