The rules must be agreed upon by the House upon meeting. Each new congress is bound by rules and proceedings of a previous congress.

Because our government calls for democracy, where people are elected by the general public, when in reality people like the president are elected by a small number of people.

for example, Trump won the 2016 election by electoral votes, not popular vote. If the electoral college werent a thing, Clinton wouldve won. The electoral college doesnt really take citizens' opinions into account when it comes to elections.
