I believe that it is D., all of the above, because figurative language surely does create vivid imagery:
The cold wrapped itself around me, whispering false promises in my ears, making me shiver.
Can't you just imagine the cold leaning over you, whispering things into your ear with its raspy, icy voice?
And it sets the mood and tone:
The sunlight sang through the forest and the wind whistled across the meadow.
You can obviously tell the mood and tone is happy and free, am I right?
And it can deliever the theme to the reader:
She was a rock, never moving ever since her sister died; could she move on? 
The theme is whether or not this young lady can leave her grief behind and move on. Hope this helps!!! (:
